Traffickers can be:

  • Members of organized crime groups
  • Terrorist organizations
  • Gangs and warlords
  • Foreign national or U.S. citizen
  • Contractors
  • Family members
  • Service members, DoD civilians, DoD contractors, and DoD family members and/or dependents
